Job Description

Under the direct supervision of the Director of the UNESCO Office for the Gulf States and Yemen, and in close collaboration with the Project Manager and the team, the Incumbent will be responsible for the implementation of the Outcome N2 of the project Youth Employment through Heritage and Culture in Yemen? (hereafter referred to as the Project ) funded by the European Union (EU). The overall aim of the Project is to contribute to improving livelihood opportunities for women and youth in Yemen through job creation in heritage rehabilitation and cultural industries. Specific objectives are to support at least 6,000 youth in the rehabilitation sector and 2,000 in sustainable cultural entrepreneurship, contribute to social cohesion, and peacebuilding and promotion of cultural heritage in Yemen. Employment opportunities will be generated through the rehabilitation of historic urban centers in different governorates, and support to small and medium enterprises and CSOs active in various sectors of the cultural and creative industries. By creating jobs in the preservation of cultural heritage and creative industries, the intervention will reach young people and contribute to peacebuilding because young people are community actors that have the potential and capacities to engage and lead actions that will promote peace and sustainable development in their communities. The promotion of arts and culture throughout the project will play an important role in restoring cultural identity, peacebuilding and recovery, as well as rebuilding trust in local communities. The incumbent shall provide coordination, management and implementation of activities related to cultural development and the promotion of livelihood opportunities for women, men and youth in the culture sector in Yemen. The incumbent will be initially based in Doha undertaking missions to Yemen as needed.*MAIN DUTIES AND RESPONSIBILITIES* The incumbent will be responsible for implementation of the Outcome N2: Young cultural entrepreneurs and Civil Society Organisation (CSO) adapt strategic management practices and technical upskilling for sustainable income generation, entrepreneurship, and peace building within a Yemeni Creative Incubator Programme. This outcome focuses on support to CSOs and youth employment in culture and creative industries through capacity building, small grants, and cultural events. As part of this outcome a creative incubator will be established and will serve as a hub for workshops, events, and creative expressions. To this end the incumbent will: * Implement activities related to cultural development and the promotion of livelihood opportunities for women, men, and youth in the culture sector.* Prepare the project workplan, and monitor implementation of activities and budget expenditure as per the workplan. * Establish, manage, and monitor contracts and relationships with multiple implementing partners/consultants/contractors covering the range of expertise required to successfully implement activities and in respect of the rules and regulations of the Organization. * Organize stakeholder meetings, and capacity-building workshops concerning cultural development and management. * Liaise and facilitate consultations between the relevant local authorities and stakeholders in Yemen, including NGOs, private companies, and local community stakeholders as required and necessary. * Facilitate information sharing amongst stakeholders, local communities, NGOs and donors in the course of the project implementation. * Support the organization of regular meetings of the project Steering Committee and provide monitoring and evaluation inputs to the EU auditing and evaluation missions.* Organize events to enhance awareness raising of the project visibility both inside and outside Yemen. To this end make sure to liaise with the EU Yemen mission to devise and deliver joint awareness campaigns and events. * Contribute to the implementation of the overall communication strategy for the project in cooperation with the Communication officer for the project and in cooperation with the EU Yemen mission. * In cooperation with the Culture Program Specialist at the office, provide support to the Yemeni authorities on the safeguarding of cultural heritage in Yemen and on the implementation of UNESCO?s cultural conventions when needed.* Maintain close contact with the Resident Coordinator office (RCO) and the Office of the Special Envoy of the Secretary General in Yemen (OSESGY) if requested and needed to the implementation of the component and provide briefings and inputs to joint UN documents as needed.* Undertake missions elsewhere and to Yemen in particular, as necessary and requested for the project implementation.*COMPETENCIES (Core / Managerial)* Communication (C) Accountability (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C)*REQUIRED QUALIFICATIONS*Education* Advanced university degree (Master?s Degree or equivalent) in cultural heritage management, creative industries, conservation, museums or relevant fields.Work experience* Minimum 4 (four) years? work experience in the cultural sector in particular creative industries or related fields, out of which at least 2 (two) acquired at international level.Skills and competencies* Integrity, reliability, and sense of commitment in the execution of duties. * Excellent coordination and organizational skills. * Good analytical and problem solving skills. * Good knowledge of results-based and budget management tools. * Excellent interpersonal and communication skills, including the ability to draft clearly and concisely. * Ability to work effectively in a team and to maintain effective working relationships in a multicultural environment. * Ability to build and maintain partnerships. * Ability to work under pressure, manage heavy workloads and to meet tight deadlines, paying close attention to detail and quality of work. * Strong IT skills including good knowledge of standard office software. * Sensitivity to the local context.Languages* Excellent knowledge of English language (both written and spoken).DESIRABLE QUALIFICATIONSWork experience* Work experience acquired in the Arab Region will be an advantage.* Work experience in the UN system will be an asset.Skills and competencies* Knowledge of UNESCOs mission and action in the field of culture will be an advantage.Languages* Knowledge of Arabic language will be an advantage.*BENEFITS AND ENTITLEMENTS* UNESCO?s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. For full information on benefits and entitlements, please consult our
