Job Description

Under the direct supervision of the Director of the UNESCO Office for the Gulf States and Yemen, and in close collaboration with the Project Team, the Incumbent will be responsible for the implementation of the project Youth Employment through Heritage and Culture in Yemen? (hereafter referred to as the Project ) funded by the European Union (EU). The overall aim of the Project is to contribute to improving livelihood opportunities for women and youth in Yemen through jobs creation in heritage rehabilitation and cultural industries. Specific objectives are to support at least 6,000 youth in rehabilitation sector and 2,000 in sustainable cultural entrepreneurship, contribute to social cohesion, peacebuilding and promotion of cultural heritage in Yemen. Employment opportunities will be generated through rehabilitation of historic urban centers in different governorates, and support to small and medium enterprises and CSOs active in various sectors of the cultural and creative industries. By creating jobs in the preservation of cultural heritage and creative industries, the intervention will reach young people and contribute to peacebuilding because young people are societal actors that have the potential and capacities to engage and lead actions that will promote peace and sustainable development in their communities. The promotion of arts and culture throughout the project will play an important role in restoring cultural identity, peacebuilding and recovery, as well as rebuild trust in local communities. The Incumbent shall provide coordination, management, and implementation of the cash for work component of the project. The incumbent?s main responsibilities will include: * provide technical oversight and supervision for rehabilitation interventions;* ensure labour intensive approaches are implemented in construction sites;* ensure that the target numbers of job opportunities are generated on a regular basis throughout the project implementation;* establish, manage and monitor contracts with multiple consultants/contractors engaged in such interventions;* facilitate the collaboration and communication between the management team and all relevant government and non-government stakeholders in this regard; * monitor implementation of activities, supervise the dedicated staff and report to the donor, as requested. The incumbent will be based in Doha undertaking missions to Yemen as needed.*MAIN DUTIES AND RESPONSIBILITIES* The incumbent will be responsible for implementation of the Outcome N1: Immediate livelihood opportunities are created for vulnerable youth communities through cash for work schemes in rehabilitation of built heritage and commercial spaces within the selected governorates. in particular S/he should: * Plan and implement cash for work activities in rehabilitation sector. * Prepare project workplan, monitor implementation of activities and budget expenditure, establish & monitoring of contracts; prepare reports, briefings & other documents as required.* Provide technical oversight in the design of each selected working sites, supervise experts for the design, implementation and monitoring of the interventions.* Assist in setting up technical committee of experts to advise on the interventions to be in line with international conservation standards, guidelines and practices.* Prepare selection criteria of traditional buildings including socio economic conditions, validate it by the technical committee and monitor selection process.* Provide technical supervision for the implementation of each intervention according to guidelines for rehabilitation of heritage cities in Yemen and other relevant UNESCO guidelines and standards. * Supervise and provide inputs for the preparation of the Management Plan for Old Sanaa.* Plan and coordinate short and long-term employment intensive approaches to be implemented in the project with particular focus on women employment.* Identify with partners the overall criteria for the employment of youth and women in the project and monitor their implementation.* Oversee the management of conservation and rehabilitation activities related to the rehabilitation of the historic houses and public spaces in the cities identified in the project document, in coordination with the UNESCO Culture Programme Specialist, and in liaison with relevant services at HQs, such as the World Heritage Centre and secretariats of the relevant Conventions.* Facilitate information sharing amongst stakeholders and partners. Ensure representation of UNESCO with local authorities and communities, NGOs & donors in the course of the program.* Organize events to enhance awareness raising and project visibility both inside and outside Yemen in cooperation with the EU Yemen delegation.* Liaise with and facilitate consultation between the relevant local authorities in Yemen, NGOs, National Commission, Yemen Permanent Delegation to UNESCO private companies and local community stakeholders as required and necessary. * Organize regular meetings of the project Steering Committee and provide monitoring and evaluation inputs to EU auditing and evaluation missions.* Help to organize stakeholder meetings and capacity-building workshops concerning heritage preservation, management and possible integration with development processes. * Liaise with the EU Delegation for Yemen and EU in Brussels as needed.* Undertake site visits as necessary and requested for project implementation in Yemen.* Maintain close contact with the Resident Coordinator office (RCO) and the Office of the Special Envoy of the Secretary General in Yemen (OSESGY) and provide briefings and inputs to joint UN documents as needed.* Advice the Yemeni authorities on the safeguarding of cultural heritage in Yemen and on the implementation of UNESCO?s cultural conventions in cooperation with the UNESCO Programme Specialist for Culture.*COMPETENCIES (Core / Managerial)* Communication (C) Accountability (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C)*REQUIRED QUALIFICATIONS*Education* Advanced University degree (Master or equivalent) in Architecture, Built heritage Conservation or related field.Work experience* Minimum 4 (four) years of progressively responsible relevant work experience in cultural heritage, of which at least 2 (two) acquired at international level.* Relevant work experience in cultural and architectural conservation projects.Skills and Competencies* Excellent coordination and organizational skills. * Good analytical and problem solving skills. * Good knowledge of results-based and budget management tools. * Ability to build and maintain partnerships. * Ability to work under pressure, manage heavy workloads and to meet tight deadlines, paying close attention to detail and quality of work. * Strong IT skills including good knowledge of standard office software. * Sensitivity to the local context.* Integrity, reliability and sense of commitment in the execution of dutiesLanguages* Excellent knowledge of English language (both written and spoken).*DESIRABLE QUALIFICATIONS*Work experience* Work experience acquired at international level in the Arab Region* Work experience in the UN systemSkills and competencies* Knowledge of UNESCOs mission and action in the field of culture will be an advantage.Languages* Good knowledge of Arabic language*BENEFITS AND ENTITLEMENTS* UNESCO?s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. For full information on benefits and entitlements, please consult our
