Job Description

Job ObjectiveTo plan and manage the operations? activities related to Qatar Cool ETS and PDN (TPQ and WB) including the supply of chilled water in the most optimal manner in order to achieve customer satisfaction and ensure efficiency and safety of operations.Key Responsibilities and AccountabilitiesPeople Management

• Manage the activities of direct reports to ensure that all work is carried out in an efficient manner, in line with the annual business plans, and policies and procedures.
• Manage the effective achievement of the departments objectives by setting individual targets, recruiting and developing staff, and conducting and reviewing performance appraisals for direct reports in order to maximize performance.
• Manage the training and development of team members to ensure continuous progression and a high level of competence within the team.

Budget Planning

• Prepare and recommend the budget for the assigned area of responsibility in alignment with the respective annual business plan and in coordination with the Head of Production and Distribution.
• Monitor the departments financial performance against the budget to ensure alignment with set budget guidelines, identify areas of unsatisfactory performance, and recommend performance improvement opportunities.

ETS and PDN Operations Management

• Contribute to the development and implementation of ETS and PDN strategic plan to ensure alignment with operations strategy and the overall corporate strategy.?
• Oversee all ETS and PDN operations and manage the day-to-day activities including resource allocation and staffing schedules at the sites in order to ensure that operations are carried out in timely and optimal manner.
• Oversee the performance parameters for ETS and PDN and ensure that they are regularly checked, monitored and recorded in order to ensure performance is as per the plan, and identify gaps and resolve issues.
• Prepare the chemical requirements for the PDN water treatment and coordinate with the Procurement function for the procurement of chemical in order to ensure water treatment program are implemented to achieve targeted efficiency.
• Coordinate with Services and Controls for ETS heat exchanger cleaning, instrumentation and energy meter validation in order to ensure uninterrupted operations.
• Coordinate with the Finance Department and Customer Experience Unit for all issues related to billing and capacity management of ETS in order to ensure timely resolution of issues.
• Adhere to customer requirements and customer contracts in terms of uninterrupted supply of chilled water at the correct temperature and in the right quantity in order to ensure customer satisfaction.
• Conduct workshops with customers to educate them about of HVAC systems in order to ensure optimal operations.
• Provide technical expertise and recommendations pertaining to new project design in order to ensure operations requirements are met.
• Develop load forecast, and conduct Hydraulic Analysis for the ETS and HEX stations to ensure efficient load distribution.
• Work with the Maintenance Team to plan and schedule ETS and PDN maintenance in line with customer load forecast in order to ensure alignment between maintenance and operations plans.
• Support the preparation and implementation of operations improvement projects for ETS and PDN in order to optimize operation levels.

• Ensure compliance to all relevant safety, quality and environmental management procedures and controls across the sites to guarantee employee safety, legislative compliance, delivery of high-quality service and a responsible environmental attitude.
• Comply with the ISO 9001: 2015 QMS requirements in applicable job areas/functions.
• To take full responsibility for the safety of yourself, co-workers, and on-site contractors, ensuring full compliance to all QC Safety rules.
• Ensuring that all PTW?s are approved and issued, to working parties that fully understand the scope of the PTW including the isolation boundaries, where such scopes and boundaries are fully demonstrated at the work site by issuing authorities.
• Ensure that in-plant Supervision is undertaken to ensure compliance to all QC Safety rules, policies and procedures, including the supervision of activities being undertaken under issued Permit To Work as to ensure that the scope and boundaries of all aspects of the PTW are adhered with. Ensure that Operators undertake the routine plant inspections of all worksites, during shift.
• Proactively encourage all direct reports and all those undertaking work in your plant to be safety leaders, by demonstrating the values of safety first in all aspects of your role.
• Proactively encouraging all direct reports and contractors to intervene and report all observed unsafe behaviors and conditions ? See It, Own It ? Report it. And providing recognition for Safety Observations raised and submitted.
• Proactively intervening and reporting of all observed unsafe behaviors and conditions ? See It, Own It ? Report it.

• Liaising with the HSSE Team as required on all HSSE matters.

Reporting

• Ensure that all reports related to the assigned area of responsibility (e.g. regular status reports, incident reports, etc.) are prepared timely and accurately, and meet the departments requirements, policies and standards.
