HSE Consultant & Internal HSE SpecialistDepartment:  Health, Safety and EnvironmentType:  Full Time This position is a 50% split between carrying out HSE Consultancy & Training services for clients as part of the HSE department, and managing the Internal HSE requirements for the Qatar office which includes ensuring compliance with the Integrated Management System.For all administrative related issues such as leave and expenses approval is sought from the HOD of HSE, however the employee should keep the Country Manager informed of all scheduled leave.Location:  VELOSI office in Qatar; client site offices in Qatar:In the role of Consultant the employee reports to the HOD of the HSE department or his Deputy;The Health & Safety Consultant is responsible for providing consulting, health & safety services to external clients. The HSE Consultant will hold a relevant formal HSE degree or equivalent qualification and either be a Corporate Member or working towards Corporate Membership of IOSH or other relevant organization such as CRSP.The primary responsibilities of the HSE consultant are managing and facilitating client HSE Consultancy and Training Services.The Consultant will:

• Develop and maintain relationships with established clients. Assist in establishing client base;
• Attend client meetings;
• Collaborate with other Consultants and the Head of Department for conducting billable services to clients;
• Provide HSE Consulting services to assist clients with the reduction of workplace hazards and the elimination of workplace injuries and illnesses;
• Conduct work site visits with clients to promote the benefits of implementing health and safety initiatives; utilize internal consulting processes to support and direct clients with the development of customized health and safety programs to be incorporated into their existing organizational structure;
• Prepare and present effective proposals to illustrate the benefits of using VELOSI products and services to improve workplace well-being, health and safety;
• Provide on-site and public health and safety training (such as IOSH, Accident Investigation, Fire courses, Confined Space courses, Work at Height courses, PTW, LOTO, BBS, Food Safety Awareness, Defensive Driving, etc.) and facilitation services to clients to increase Workplace Health and Safety and Environmental awareness.
• Proactively respond to client enquiries promptly and accurately, acting as a resource or gateway for information and services;
• Maintains records of all activities on the internal 25 drive and submits reports as required;
• Provide solutions to assist clients with the reduction of workplace risks;
• Use internal consulting processes to assist clients to integrate appropriate health and safety systems into their existing business management system, according to clients business goals;
• Contribute to achieving assigned regional sales targets through the initiation, development and maintenance of relationships with established clients;
• Work with clients to nurture the relationship and the potential issues and opportunities related to the client;
• Responsible for preparing deliverables, and submitting deliverables.

In the role of internal HSE specialist the employee reports to the Country Manager or his deputy. The HSE Specialist is responsible for providing support, and health and safety services to internal departments and is responsible for all staff, projects and HSE management system compliance. The incumbent works proactively with all Heads of Departments to establish and maintain safe systems of work and a safe work environment.The primary responsibilities of the HSE Specialist are supporting, advising & assisting the internal departments of Applus VELOSI Qatar.The HSE Specialist will:

• Initiate, develop and maintain relationships with internal department heads.
• Provide HSE support, guidance and advisory services to assist internal departments with the reduction of workplace hazards and the elimination of workplace injuries and illnesses;
• Coordinate with all internal departments for Hazard identification, helping in preparing Risk & impact Assessments and ensure implementation by monitoring mitigation controls;
• Provide assistance & support in producing HSE documents for all internal departments during tendering process and attend tender meetings when required;
• Ensure office & other facilities are maintained in a safe manner;
• Conduct site visits to ensure compliance with HSE requirements;
• Ensure emergency drills are carried out at office and other facilities in a timely manner;
• Submission of HSE monthly report to HQ;
• Investigate or, where appropriate, assist internal department to investigate the circumstances and causes of incidents and take necessary steps to prevent a recurrence, including keeping written records of the investigation and action taken;
• Attend accident review meetings;
• Ensure compliance to Integrated Management System HSE requirements;
• Maintain current knowledge of applicable rules and regulations including, but not limited to OSHA, Qatar Health, Safety & environmental laws, QCS 2014 and company policies and procedures;

·         Evaluate and administer company policies and procedures concerning health, safety and environmental program implementation;·         Maintain professional relationship with staff members;

• Prepare and ensure monthly and quarterly HSE meetings are conducted.
• Use the SharePoint system to upload and update records required by the IMS;
• Providing internal training that is required in the Employee Training Passport and conduct tool box talks when necessary;
• Determining ways of reducing risks and communicating them to all employees;
• Investigates/records incidents, accidents, complaints and cases of ill health
• Conducting regular site inspections of staff accommodations. And any other duties that the country Manager deems relevant, necessary, & prudent.
• Launch awareness campaigns and other communication to prevent injury and illness
• Organize the annual Safety Day.
• Report to Country Manager and HOD regarding achievement of company HSE objectives and targets and KPIs.
