Job Specification & Key Accountabilities (Duties include but not limited to) Refer to general accountability below:The Quality (Head) Responsible for leading and managing a team of Quality professionals to execute client project in line with the project requirements.
The Head of Quality provides professional expertise and management for the execution of project work associated with Riser Platforms & Interfiled Pipelines for client project.
Overall Leadership strategy in organizational requirements to provide technical authority support assurance for delivery of and Quality Management System (QMS), to ensure a robust quality management approach throughout all phases of design, procurement, construction and installation activities.
Coordinates the implementation of quality systems and procedures and maintains a close working relationship with the EPC Contractor quality team.
Responsible for establishing and ensuring that a structured system has been implemented by the EPC contractor in all phases of the project to ensure design intent and quality attainment has been met.
Coordinating and planning Technical Quality activities, monitoring and reporting overall technical quality performance to Project Management Team (PMT) and Compression Division Quality Manager.
Coordinates the implementation of quality systems and procedures and maintains a close working relationship with the EPC Contractor quality team.
Develop and implement a Procurement Surveillance Plan for all procured equipment and materials
Reviewing and approving Vendors Inspection & Test Plans, quality control procedures and testing procedures
Ensuring the provision of inspection resources using client approved Third Party Inspection Service (TPIS) agencies to conduct vendor surveillance inspections
Ensure that inspection records are maintained in a procurement database
Develop and implement a Construction Surveillance Plan for each fabrication, construction and installation activity identifying key inspection interventions.
Reviewing and approving Contractors and Subcontractors Inspection & Test Plans, quality control procedures and testing procedures.
Ensuring the provision of inspection resources using client approved Third Party Inspection Service (TPIS) or Site Inspection Service (SIS) agencies to conduct surveillance inspections at all fabrication yards and construction sites
Establishing Flawless Quality training programs and Welding training programs in conjunction with Contractor to eliminate common defects
Ensure that quality inspection records are maintained in a construction database that is aligned with completions management system to ensure a smooth handover to commissioning
Implement Deficiency & NCR Management processes to ensure that all deficiencies and non-conformances are identified, recorded, investigated and resolved to maintain compliance with project requirements
Establish a Quality Reporting process to monitor quality performance across all project activities; and to communicate and report on project quality performance, issues and risks, and developing trends to Project Management Team and all relevant stakeholders
Actively participate in:
Quality Audit Program to confirm that project activities are conducted in accordance with agreed plans
Lessons Learned process to continuously capture quality learnings from project activities and to use them to develop and optimize process or specification improvements.
Issues and Risks Management to ensure that quality related issues and risks are captured and treated promptly and effectively
Maintain interfaces, including with:
Execution teams to ensure that quality issues are identified and resolved promptly and effectively.
Welding & NDT Lead to ensure that welding related quality issues are identified, communicated and rectified.
Systems Completion team to ensure that inspection records are aligned with and support systems completion.
Project Management Team to provide feedback on quality issues; to expedite closure of lessons learned; to provide feedback on quality performance generally
Provide continual communication, coordination and advice to the Quality Division Manager and Project Manager on project quality performance and the quality performance of the EPC Contractor, Subcontractors and Vendors.
Conduct other quality related tasks as directed by Quality Division Manager.
