Job Description

Responsible to assist MLRO in Implementing MARs AML/CFT framework and enforcing full compliance in a proactive manner to mitigate the organizations ML/FT & Sanctions risks. The Deputy MLRO will act as the MLRO in the absence of MLRO. The individual is responsible to ensure that appropriate policies, procedures, systems and controls are established, developed and maintained across the Bank. The Individual is responsible to ensure the quality of ML&FT reports submitted to regulators. Enhancing the Banks screening & monitoring capabilities, accountabilities and keeping abreast with the latest International and local AML&CFT, Sanctions, WMDPs and Anti-Bribery and Corruption guidelines. The individual is also responsible to receive and assess Internal STRS and make STRS to the Qatar FIU as well act as focal point for all QCB/FIU AML&CFT Inquiries and investigations. Responsible to design training modules and roll yearly training plan˙The individual will lead a team to assist in the organizing, planning, directing and monitoring of the Implementation of the approved AML/CFT, Sanctions, WMDPS as well as the associated reviews and consulting services.˙FINANCIAL˙

  • Ensure the proactive Identification and assessment of the ML&FT risks faced by MAR, take steps to mitigate the risks of non-compliance with the regulatory sanctions, and minimizing the threat of financial sanctions and reputational risks that might result in potential losses to the Bank Assist the MLRO In overseeing and monitoring all AML/CFT functions In line with applicable laws, rules, instructions, regulations, and guidelines as well as act as MLRO in the absence of MLRO˙
  • Evaluate the appropriateness of internal training, procedures, guidance and Instructions and amend to be up to date with the latest development thereto, in order to ensure optimal understanding and roll out of AML/CFT & Compllance laws and regulations across the Bank Ensure the existence of robust processes to ensure the compliance of new products and/or services with the regulations and amended related policies and procedures as needed Carry out regular reviews of functions and Branches to assess AML/CFT quality and standards in the Bank; as well as report to management on the same and Implement corrective measures and follow up, when and If required˙
  • Conduct RBA review on internal/external STRS to Identify emerging trends and risks Assess the performance of monitoring scenarios and screening rules/lists, and accordingly recommend changes to enhance effectiveness and increase efficiency (e.g. reducing false positives)˙
  • Assess BRA and CRA methodologies including the Identification of risk factors and Introduction of controls to reduce the inherent risks.˙
  • Arrange training sessions for the Compliance & FCC function as well as for other Bank In the areas of Compliance, AML & CFT˙
  • Handling FIs Inquiries, Wolfsberg Questionnaires, and KYC registry˙
CUSTOMER˙
  • Act as key point of contact for all enquiries from Banks Management regarding AML/CFT querles, policies, or procedures.˙
  • Act as first technical point of contact liaison between the relevant regulatory authorities including FIU, QCB, QFMA and QE, officials from other government bodies In Qatar and the regulators in all countries˙
  • Liaise with the Financial Institutions division as well as the Payment Investigations division for the requirements of correspondent banks to respond to their related questionnaires and queries related to Compliance, AML & CFT Issues.˙
  • Participate, where required, In Internal and external committee meetings, seminars, conferences etc.˙
  • Draft and update policies and procedures related to AML and CFT In line with the applicable laws Conduct quality reviews on regulatory reports prior to submitting to the regulators˙
  • Ensure STRs are submitted in a timely manner and to supervise the maintenance of an STR register tracking them˙
  • Assist in conducting periodic AML&CFT monitoring programs and promptly provide results of such monitoring as required internally and externally˙
  • Prepare, conduct and respond to all AML&CFT related Internal/external audits, visits, and Inspections performed by the regulators and share findings and recommendations with Executive Management˙
  • Implement corrective action plans In response to any findings and/or recommendations by the regulators in relation to AML&CFT functions and to monitor their implementation
