Job Description

Overview / ResponsibilitiesWood is currently recruiting for Technical Contracts Specialist to be worked on our TATWEER GSA project in Bahrain.Job Accountabilities/Responsibilities

  • The objective of the role is to operate as a competent member of a NAG project team and undertake the preparation and execution of tasks connected with the procurement of materials, EPC, and service contracts as required by Tatweer Petroleum in the operation and development of the oil and gas operations within the Kingdom of Bahrain.
  • There will be the requirement for the effective administration of existing contracts, by assisting technical Proponents and project leads in the successful delivery and closeout of each agreement.
  • The role will be expected to provide analytical advice to NAG section head on a regular basis, facilitate problem solving and managing workload, all while supporting the section Head and project leads/managers.
  • To coordinate all tendering and purchasing activities in coordination with Proponents to assist in achieving the best technically acceptable solution at the lowest acceptable cost.
  • Provides general assistance and advice on contractual and procurement matters as required to support NAG projects.
  • Review bids, clarifications and effectively participate in negotiation process.
  • Monitors the performance of contracts on a regular basis and prepare update reports on activities/concerns.
  • Perform all clarifications for contracts and coordinate the response with project teams, project managers/leads and NAG section head.
  • Provide full assistance in developing all project related contract strategies.
  • Provide support to project team to evaluate contract change orders.
  • In liaison with project team develop cost estimates for new project scope.
  • Ensure the strict compliance to all applicable laws, policies and procedures.
  • Develop robust and professional working relationships with Company Proponents and all other Departments.
  • Ensure timely processing of all Purchase Requisitions for new requirements interfacing between internal and external customers as necessary to determine requirements.
  • Best assist Proponents to ensure the development of robust Tender Evaluation Models.
  • Efficiently manage the tender process end-to-end ensuring full compliance.
  • Managing any supplier or contractor/EPC exceptions to Company terms and conditions, preparing them for review with NAG section head/project managers, before issue to Company?s Legal department.
  • Undertake robust and accurate commercial evaluations.
  • Ensuring that all procurement & contractual processes are transparent, with all documentation being available for audit.
  • Contract Administration ? assisting the Proponent in the management of live contracts, with the coordination of progress meetings, being aware of potential disputes, appreciation of contract provisions preparing advice for presentation to Proponents after review with section head/project managers, processing of potential amendments.
  • Providing fit-for-purpose contractual documents which are free from ambiguity and best protect the Company.
  • Formal letter drafting for review by NAG section head/project manager.
  • Verify that all SCM processes have been followed.
  • Occasional presenting internally.
  • Develop robust and professional working relationships with all suppliers and contractors.
  • Continually look to source new potential suppliers and contractors to develop the existing approved list.
  • Coach, mentor and develop other departmental personnel to assist their development.
  • Keep up with changing conditions within both the Company and external to the Company (domestically and internationally).
  • Plan and execute all work activities in a timely manner to achieve major milestones and deliver results on schedule.
  • Be adaptable to change and look to assist the Company wherever possible to achieve the required results.
  • Any other duties as assigned by your Supervisor.

  • Ensure all new contracts include the minimum health, safety and environment requirements to best protect the Company.
  • Ensure all personal activities are undertaken in compliance with Company, Health Safety and Environment policies, regulations and standards.
  • Take personal responsibility for performing the job safely for the benefit of self, co-workers, contractors and the protection of the facilities and the environment.
  • Take action to correct or stop any unsafe conditions or practices and report incidents and injuries.
  • Report near misses and any safety observations.
Skills / QualificationsEducation
  • University Degree in a relatable field.
  • Preferable postgraduate qualification (Project Management, MBA, etc.)
Experience
  • At least 5 years? experience as an oil and gas professional, with previous exposure to:
  • Upstream oil and gas
  • Supply Chain Management
  • Contractual language and terminology
  • High value procurement
  • ERP systems experience (Oracle etc.)
  • Project Management
  • Commercial Management
  • Bahrain Tender Board and the Bahrain Tender Law (desirable but not mandatory)
Skill
  • Knowledge of Supply Chain Management
  • Procurement experience
  • Organizational Development skills
  • Ability to work effectively with people from multiple cultures and backgrounds
  • High level of professional and personal integrity
  • Ability to work independently on occasion.
  • Good fluency in written and spoken English
  • Good degree of computer literacy in Microsoft Office programs
