Job Description

Supporting the Most Exciting and Meaningful Missions in the WorldProperty Disposal ManagerThe Property Disposal Manager will be primarily based in at Baghdad Diplomatic Service Center (BDSC) in Baghdad, Iraq, and serve the Life Support Services contract in support of the State Department and will report to the Logistics Manager. The Property Disposal Manager will work to reduce government owned excess property by transfer to Federal activities, cost reimbursement contractors and authorized grantees as directed by the Department of State?s Property Advisor or Contracting Officer?s Representative. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:DUTIES:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Maintain data accuracy and update equipment inventory database.
  • Ensure that related data processing activities meet contractual requirements.
  • Process excess turn-in documentation for all controlled and non-controlled excess equipment and materials.
  • Reviews, reconcile, adjust and process all inventory transactions.
  • Process Survey Reports for all missing equipment.
  • Process and coordinate equipment transfers.
  • Utilize positive verbal and written communication skills with all internal and external customers.
  • Assist in a broad scope of direct and indirect support activities involving customer owned equipment as necessary to complete assigned tasks.
  • Reviews reports and agency disposal procedures for compliance with Federal regulations.
  • Coordinates and conducts on-site screening sessions for both reportable and non-reportable personal property as necessary.
  • Maintain liaison with the Department of State and other Federal agency officials and other Area Property Officers, availability and requirements for reportable and non-reportable excess and surplus personal property.
  • Provide oversight of Amentum?s property disposal program.
  • Operate MHE (material handling equipment) such as a 10k forklift and grappler during disposal operations.
  • Serve as an expert in the interpretation of GSA?s disposal policies and provide advice about the disposition of excess and surplus personal property to Federal and donor field activities.
  • Evaluate program operations and provides recommendations for correction to nationwide reporting criteria when deemed necessary.
  • Maintain appropriate statistical data on excess and surplus personal property transactions for reporting purposes.
  • Perform additional duties and projects as assigned.
REQUIRED:

  • Knowledge, Skills, and Abilities:
    • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.
    • Prior proven experience in Defense Reutilization Management Office operations.
    • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
    • Demonstrate administrative skills to efficiently & effectively file and maintain critical documentation.
    • Cross-cultural sensitivity with an international perspective.
    • Excellent organizational and time management skills.
    • Computer skills, specifically in Microsoft Word and Excel.
    • Ability to become an active and functioning member of a team.
    • Ability to be innovative and be an agent for change.
    • Expert communication skills to facilitate and disseminate information.
  • Education: A high school diploma or GED (General Education Diploma), Bachelor?s degree in a related field, or five years of related experience and/or education.
  • Experience: Minimum of five (5) years? experience supporting a DOD or DOS Program, at least two (2) years? of international experience; 2 + years management experience.
  • Passport, Licenses and Certifications:
    • As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages.
    • Valid drivers? license
    • Certified operator?s permit for 10k forklift.
  • Security Vetting: Already possess a US Government issued security clearance or be able to obtain a favorable US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.
  • Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
  • Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain annual physical and dental requirements for duration of deployment.
  • Work Ethic: Commitment to maintaining a high-performance team which delivers customer service excellence.
DESIRED:
  • Previous out of home country experience and previous work experience in harsh environmental conditions are a plus.
  • Experience working with Amentum.
  • Department of State experience.
  • Five to seven (5-7) years? of international experience in challenging locations, preferably working in the Middle East, with a working knowledge of customs and cultural differences.
OTHER KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of ALL principles and processes involved in property disposal.
  • Ability to collect, analyze and summarize data and to prepare clear and concise reports.
  • Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures.
  • Exercise sound judgment and make decisions independently.
  • Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast paced and constantly changing environment.
  • Expert computer skills, specifically in Microsoft Word and Excel.
  • Must have the ability to be innovative and be an agent for change.
WORKING AND LIVING CONDITIONS:This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50- 55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors.
