ORGANIZATIONAL CONTEXTWFP Iraq Country Office is taking the lead in designing and implementing a social protection reform agenda for the Government of Iraq. The social protection portfolio covers a number of projects including evidence generation, resilience, school meals and digitalization. The role of the Country Office in social protection is very critical as most of the projects are of a pioneering nature within WFP. The flagship project, the single registry, is the largest ever project of its kind cross-functionally between the Programme and TEC unis. The multi-agency programming, along with several Government Ministries, aims to enhance WFP?s visibility and credibility for development programmes in general; and for social protection programmes in particular.JOB PURPOSEThe WFP Iraq Country Office is seeking to ?ll the position of Programme Policy O?cer for Social Protection & Safety Nets, at the P4 level, based in Baghdad. Reporting directly to the Country Director, the role will perform the following duties.KEY ACCOUNTABILITIES (not all-inclusive)1.Lead and coordinate the technical works in relation to food security, social protection and safety nets in different operational settings including displacement, conflict and fragile shock-prone contexts.2.Provide technical, programme and strategic guidance in the formulation of strategies and resource mobilization, and in the design and implementation of social protection projects, programmes and initiatives, including support to building a policy dialogue on social protection with the host Government and development partners.3.Contribute to formulating programme policies and implementation plans related to social protection and safety nets in line with both organizational strategies and the practical realities of operating in the field.4.Lead internal capacity building of WFP Iraq?s staff in the area of social protection through enhancing understanding of social protection concepts, strengthening the use of analysis to inform strategy, and enhancing Country Office capacity for social protection policy engagement.5.Manage WFP?s joint programme on strengthening social protection in Iraq; and coordinate all capacity strengthening activities within WFP Iraq to ensure coherence and alignment with the social protection strategy.6.Manage/oversee operational research and evidence building and lead the learning and wider knowledge dissemination on issues relevant to social protection.7.Support the utilization of outcomes from WFP analysis to inform social protection programming, including bridging humanitarian assistance.8.Foster the integration of social protection with other workstreams like school feeding, nutrition, cash-based transfers, emergency preparedness and response planning, and vulnerability analysis, including the use of different types of safety nets (cash, school feeding, public works), strengthening nutrition-sensitive and shock-responsive elements of social protection design, and enhancing the effectiveness of underlying delivery systems.9.Facilitate the development of partnerships and support the Country Office engagement in broader policy dialogue on social protection with key actors (e.g., Government entities, UN agencies, World Bank).10.Lead, motivate and develop a team of social protection experts to enable high performance.11.Ensure the best use of assigned financial resources for the achievement of set objectives within a significant budget.12.Incorporate gender perspectives in all areas of work, to ensure equal and meaningful participation of women and men.13.Other relevant tasks as may be required
