The Bureau of Counterterrorism (CT) of the U.S. Department of State is implementing a project to build the capacity of Kurdistan Regional Government (KRG), primarily in Erbil, to respond to and investigate terrorist-related incidents.Law Enforcement / Firearms - Instructor and MentorSincerus is seeking exceptional personnel to join our team to build the capacity of the KRG to effectively respond to terrorist incidents through sustained, embedded, in-country technical advice, assistance, training, and mentoring of the Kurdish Civilian law enforcement services. The Law Enforcement / Firearms Subject Matter Expertise (SME) must possess demonstrated expert knowledge and experience in counterterrorism operations, joint incident response, and crisis response management. This position is contingent upon award of contract.Specific Duties:* Provide SME input and participate in the development, analysis, and evaluation of policy, processes, or systems related counterterrorism operations, joint incident response, and crisis response management. These SOPs will be in line with best practices and meet the legal requirements of the KRG rules of evidence and legal system. * Plan, organize, manage, and conduct effective classroom and practical instruction in unique tactics, techniques, and procedures (TTPs) for specific incident response operations. * Develop operations and exercises for joint incident response and crisis response management of complex terrorist incidents, including IED and explosives-laden unmanned aerial systems (UAS) attacks. * Train and mentor KRG law enforcement officers in joint incident response and crisis response management disciplines. * Assist and mentor officials in establishing the foundation for and expanding joint incident response. * Maintain and record all training courses and participants. * Coordinate directly with training units and other authorized organizations for all range facilities and training areas. * Responsible for ensuring the enforcement Safety standards on all ranges and or training areas; maintaining a safe workplace and ensuring that all Environmental Health & Safety and Quality Assurance requirements are met. * Facilitate supplemental in-country training and mentoring with participation in other international or regional training events to reinforce international best practices. * Coordinate with various U.S. Government programs and officials optimizing opportunities for collaboration and cross-training. * Maintain currency on all aspects of incident response trends, policies, and procedures.Mandatory Qualifications:* Experience deployed to an overseas contingency operation since September 11, 2001. * Relevant military operations or foreign security force (police or military) training experience in the last 5 years. * Experience as a senior trainer to a foreign security partner with directly related experience in capacity building and assessments.Required Skills:* Experience as an instructor in tactical and firearms skills training unit developing individual and collective skills intended to develop technical and tactical proficiency. * Extensive instructional and training background. * Demonstrated skills in the principles and techniques of instruction. * In-depth knowledge and technical expertise in the use of all Microsoft Office products, Microsoft Internet Explorer, and Adobe Acrobat products. * Excellent organizational and time management skills. * Proven ability to interact respectfully with people from diverse backgrounds and cultures and communicate effectively across multiple levels in a complex global organization. * Expert communication skills to facilitate and disseminate information. * Self-starter with excellent organizational skills who can work both independently and as a member of an integrated team. * Ability to multi-task, and interface on a regular basis with leaders, managers, and trainers.
