Job Description

Sincerus is seeking exceptional personnel to join our team to build the Explosive Ordnance Disposal (EOD) capacity of the KRG through sustained, embedded, in-country technical advice, assistance, training, and mentoring of the Kurdish Civilian law enforcement services. The Bureau of Counterterrorism (CT) of the U.S. Department of State is implementing a project to build the capacity of Kurdistan Regional Government (KRG), primarily in Erbil, to respond to and investigate terrorist-related incidents.EOD SME - Instructor and MentorThe EOD Subject Matter Expertise (SME) must possess demonstrated expert knowledge and experience in Counter-IED (improvised explosive device) operations and exercises to include search of routes, compound clearance, vehicle clearance, explosive handling, and EOD drills and procedures. This position is contingent upon contract award.Specific Duties:* Provide SME input and participate in the development, analysis, and evaluation of policy, processes, or systems related to EOD, C-IED, and site exploitation. These SOPs will be in line with best practices and meet the legal requirements of Host Country rules of evidence and legal system. * Plan, organize, manage, and conduct effective classroom, laboratory and practical instruction in unique tactics, techniques, and procedures (TTPs) for specific EOD operations. * Develop C-IED operations and exercises to include search of routes, compound clearance, counter explosives-laden unmanned aerial systems (UAS), vehicle clearance, explosive handling, and EOD drills and procedures. * Ensure all C-IED training is focused on defeating IED effects, and attacking the IED network to increase unit survivability, refine SOPs and improve TTPs. * Train and mentor host-country nationals in EOD and C-IED disciplines. * Assist and mentor EOD officials in establishing the foundation for expanding the EOD capacity application to other criminal investigative activities. * Maintain and record all training courses and participants * Coordinate directly with training units and other authorized organizations for all range facilities and training areas * Responsible for ensuring the enforcement Safety standards on all ranges and or training areas; maintaining a safe workplace and ensuring that all Environmental Health & Safety and Quality Assurance requirements are met. * Facilitate supplemental in-country training and mentoring with participation in other international or regional training events to reinforce international best practices. * Coordinate with various U.S. Government programs and officials optimizing opportunities for collaboration and cross-training. * Maintain currency on all aspects of C-IED trends, policies, and procedures.Mandatory Qualifications:* Graduate of Naval School Explosive Ordnance Disposal or FBI Hazardous Devices School or Army Explosive Ordnance Disposal School or Federal Bureau of Investigation (FBI), Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) or local Post Blast Investigation course. * Successfully completed training in advanced terrorist improvised explosive device (IED) fusing and firing systems. * Successfully completed advanced training in render safe/disruption of vehicle borne IEDs and terrorist application of electronics.Required Skills:* Experience working with EOD teams in remote locations and insecure environments. * Extensive instructional and training background. * Demonstrated skills in the principles and techniques of instruction. * In-depth knowledge and technical expertise in the use of all Microsoft Office products, Microsoft Internet Explorer, and Adobe Acrobat products. * Excellent organizational and time management skills. * Ability to become an active and functioning member of a team. * Proven ability to interact respectfully with people from diverse backgrounds and cultures and communicate effectively across multiple levels in a complex global organization. * Expert communication skills to facilitate and disseminate information. * Self-starter with excellent organizational skills who can work both independently and as a member of an integrated team. * Ability to multi-task, and interface on a regular basis with leaders, managers, and trainers.
