OB PURPOSE?We are looking for a talented Head of Technology Services (TEC) who will be based in the WFP Country Office in Baghdad, Iraq. The Head of TEC (P4 level) will report to the Country Director.?As the Head of Technology Services, the selected candidate will focus on improving the value proposition of technology for efficient IT operations & services, and for a successful digital transformation of WFP and its services and partnerships.?The incumbent will support existing technologies and solutions, respond promptly to challenges and leverage opportunities to evolve WFP into a different operating model that can guarantee driving trends and innovation, as well as taking WFP into a leadership position for digital solutions.?As WFP Iraq is working in partnership with other UN organizations and the World Bank to support the Government in strengthening its social protection systems, strong interpersonal, communication and negotiation skills are the defining elements of this role.??The incumbent will establish and nurture strong partnerships required for the successful transformation of the Government of Iraq social protection systems, and will push the agenda of building national capacity in Iraq. The selected candidate will work with a range of stakeholders to understand the business requirements of the different social protection schemes and will build consensus to develop a single registry system. The incumbent will possess solid experience in building/updating social protection systems within a developing context, including managing key relationships at government level, and have the professional stature to liaise with all the main actors, both national and international, operating in the social protection arena.?KEY ACCOUNTABILITIES (not all-inclusive)?1.???Participate in the Country Office strategic planning and operational decisions for all IT and digital related topics to advocate for results and outcomes that are aligned with WFP corporate strategy, policies and standards.2.???Keep abreast of evolving technology standards to identify new initiatives and drive the implementation of WFP IT innovative solutions, and provide guidance on IT/Telecommunications (TC) options in line with WFP?s strategic direction.3.???Oversee and manage delivery of IT services in the Country Office in alignment with corporate TEC Division governance, guidelines and policies, and adopt best practices in support of the Country Office Strategic Plan ensuring consistent data is effectively used to enhance decision-making.4.???Engage with the Country Office business units to understand their business objectives, to offer new opportunities to improve business processes, better stakeholder alignment and to create value-for-money propositions with technology solutions. Specifically, build, develop and nurture strategic working relationships with the Programme Unit to ensure strong linkages between programmatic and technological interventions.5.???Take a leading role in assisting the Government of Iraq in its digital transformation efforts and in building a single registry, as well as establishing an e-governance operating model. Furthermore, support the Government?s engagement interventions, focusing on improving WFP?s visibility and credibility for digitalisation of social protection systems, especially the national Public Distribution System.6.???Review local programme documents (e.g. Strategic Programme Review and Country Strategic Plan), providing inputs to incorporate and strengthen the digital transformation components.7.???Lead the exploration of emerging technology by supporting identification of use cases, in collaboration with the Regional Bureau in Cairo and the Digital Hub in Nairobi, to ensure pilots are supported with any required data and systems integration, and manage the overall project up until decisions to scale.8.???Define procedures to provide guidance on how emerging technologies would be tested with potential scenarios based on needed testing outcomes.9.???Lead, manage, motivate and enhance cohesion of a diverse IT team, through coaching, mentoring, training and guidance to ensure appropriate development and to enable high performance.10.???Other relevant duties, as may be required.?
