Chief Medical Officer

Job Description

Responsible for promoting the Company?s mission through the implementation of innovative clinical frameworks, forward-thinking policy, and strategic business partnering; leading and implementing the clinical direction of the organization and for providing clinical oversight to the delivery, quality and efficiency of healthcare services; applying medical expertise to ensure the maintenance and development of a comprehensive and evidence-based service delivery model; working closely and collaboratively with all members of the company executive management, particularly the Chief Operating Officer (COO), Chief Financial Officer (CFO) and other relevant Heads of Departments and Divisions to develop and implement key business strategies, particularly those targeting clinical service development, improvement, integration, and evaluation; providing directions to the healthcare management as well as leading clinician in charge of all aspects of medical patient care services provided by the company including dental and ancillary services such as laboratory and pharmacy services.Strategy Formulation

• Contribute towards the formulation and implementation of the company strategies and business plans which enable the achievement of mission and vision.
• Develop the Medical Division?s business plans in line with overall approved strategy to achieve primary goals-, short- and long-term objectives.
• Develop clinical strategies and programs in accordance with both the internal and external operating environments and the strategic direction set by Company?s top management.
• Drive the implementation of strategic initiatives and business plans aimed at continuous quality improvement and aligning the Company?s with relevant accreditation standards, monitor and review business and operational results, and ensure attaining the Medical Division?s objectives.

• Oversee and approve the development of annual budget in each department within the Medical Division.
• Oversee the expenditure against approved budget and reconcile budget variances to ensure on-target performance against budgets.

• Ensure the implementation of the company?s Healthcare policies and processes while maintaining high level of efficiency in achieving objectives.

• Provide expert advice to the Company?s top Management with respect to monitoring and defining the future clinical direction of the organisation, paying particular attention to clinical governance and quality considerations.
• Oversee the provision of medical and clinical services and programs delivered through Company? healthcare facilities
• (Hospitals and Primary Healthcare Centers).
• Provide professional clinical leadership to clinical and contribute to all aspects of service delivery and implement distinct arrangements for the management of and accountability for clinical robustness and safety.
• Lead the Medical Division?s departments at the Corporate Office which encompass Medical/Clinical department, Nursing services department, Quality & Patient Safety department and Clinical Support Services department (Radiology, Laboratory, and Pharmaceutical services), Public Health and Clinical Research departments.
• Lead Medical directors in charge of all aspects of medical & patient care services provided by the company?s through the Hospitals and the Primary Healthcare Centres (PHCs) including medical, dental and ancillary services such as perinatal, laboratory and pharmacy services.
• Develop the standards of patient care and contribute toward improving the quality of Healthcare Delivery System through providing strategic direction.
• Lead the development of Healthcare Services guidelines & standards through providing input and recommendations to the heads of Healthcare Services Departments.
• Build and leverage cross-functional collaborative relationships to achieve shared business outcomes.

• Ensure collaboration between the medical & clinical services & non- medical & clinical services and support services and ensure proper communication channels are established between medical, nursing, quality and clinical support staff to sustain ongoing growth.
• Develop and implement well-defined systems for the delivery of clinical care and the management of a multidisciplinary clinical workforce.
• Define the demarcation between different services i.e. primary, secondary and tertiary and provide guidelines to assist in decision making for physicians and consultants.
• Oversee the planning and evaluation of Healthcare services and processes in order to promote innovative approaches to quality patient care.
• Provide direction and coordination of continuing healthcare education, training, and support for medical staff.
• Perform other duties related to the job as assigned by the Direct Manager.
