Team Leader, Cost EstimationJOB PURPOSE:Plans and directs the provision of cost expertise to UDR with major responsibilities towards the entire spectrum of technical activities, to enable Business Units, Management, Shareholders and Stakeholders to make informed business decisions as to feasibility, cost effectiveness of the Project and develop investment profiles.KEY ACCOUNTABILITIES:

• Lead the establishment of Project Cost Estimation procedures, maintains/update Company Cost Estimations guidelines, Cost Data and implementation of computerized Estimation system. Includes developing appropriate methodologies to cover project cost estimation.
• Receive the cost estimate requests from various Projects/Assets divisions and assign the cost Estimating engineer, guide them in preparation of various levels of cost estimates, review and approve the final cost estimates.
• Lead cost database, data collection, analysis and ensure cost information resources are available and up to date.
• Provides explicit expertise on major technical economic and cost studies where major emphasis is stressed on economic analysis / cost engineering, lifetime cost cycles, project cost risk analysis which influences business decisions by Management, Shareholders and Stakeholders.
• Ensure Cost risk management expertise is provided within Company Business Unit wherever necessary . Reviews the sections input into feasibility studies, cost and economic studies. Updates cost estimates for current and planned projects and ensure input to the budget revision sheets are produced as applicable.
• Leads in the techno-economic studies, Value Engineering/Optimization Studies/Workshops, lifetime cost studies and provide expert recommendation for the adoption of the most economic options.
• Support Project Management Teams in the development of project and implementation strategies.
• Support commercial evaluation of bids, contracts negotiations/finalization and assessing variation proposals and major claims.
• Participate in Lessons Learnt Workshops, evaluating cost results and ensure inclusion in final projects dossier.
• Lead process of receiving, negotiating and recommending settlement of contractors claims, carrying out independent studies related to project costing, preparing regular and adhoc reports.
• Forecasts costs and project cost outlook to ensure adequate funding and establishes appropriate estimates to recommend budgets to various Business Units.
• Provide full assistance in benchmarking of all major ADNOC-OFFSHORE and joint venture project costs.

Generic AccountabilitiesManagement

• Plan and supervise the activities of the personnel and resources of the Team to achieve the Department objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Team in line with Department objectives.
• Develop the knowledge, competencies and innovative spirit in the Team and support the establishment of Personal Development Plans (PDP?s), Succession Planning and Talent pipeline within the Team in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Budgets and Operational Plans

• Compile and provide input for preparation of the Department budgets and regularly monitor expenditure against approved the Team budget levels.
• Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

• Lead the implementation of approved Team policies, processes, systems, standards, procedures and internal controls in order to support execution of the Department work programs in line with Company and International standards.

Performance Management

• Implement the Company Performance Management System for individuals within the Team in accordance with Company approved guidelines and continuously monitor the achievement of the Team KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.

Organisation Structure and Development

• Review, develop and recommend the appropriate organisation structure for the Team that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement

• Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
• Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Team.

Health, Safety, Environment (HSE) and Sustainability

• Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Team in line with international standards, best practices and ADNOC Code of Practices.
• Ensure adequate HSE training and induction for all Team employees to meet HSE standards.

Management Information Systems (MIS) and Reports

• Prepare all Team MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification

• Bachelors degree in relevant Engineering discipline or equivalent Professional Technical Qualification

Minimum Experience & Knowledge & Skills

• 10 years experience in engineering and/or Construction fields, Project Cost Estimation. Experience to include, at least 6 years in a supervisory capacity.
