Parsons is seeking a candidate with a desire to enhance the fabric of our community.Role:Develops, manages, and/or executes all estimating activities for one or more of the large, most complex and demanding projects. This level of Quantity Surveyor draws upon extensive experience and exposure to various types of projects and clients. Activities including, but not limited to, assigning estimate team leaders specific scope task in accordance with their best qualified skills and capabilities, utilizing performance measurement techniques to determine levels of deliverable performance, utilizing company estimating software and tools, writing estimate processes and procedures, estimate narratives, leading estimate project teams, and evaluating and conducting performance reviews for assigned staff. He/she is viewed as a fully qualified professional with solid experience and strong management expertise.Responsibilities:

• Acts as the team leader for all surveying and estimating task and staff assigned to a contract(s). Ensures that all estimate and survey team members are tasked correctly according to their skill specialty and strongest area of expertise, that all team members apply company surveying practices, techniques, processes and procedures, and apply company policies and assigned project/program practices and procedures. Responsible for leading Principal Surveyors, Senior Surveyors, Surveyors, and Associate Surveyors. The Senior Quantity Surveyor is the survey team member?s assignment manager and may be staff member?s functional manager. Ensures that the tasked surveying deliverables meet quality control and quality assurance procedures, best in class estimates for projects and programs assigned.
• Provides management, guidance, and direction, to all estimate team staff assigned to the project/program.
• Works directly with project/program management in the management of all project/program surveying staff, manages all survey deliverables, interviews and approves all project/program survey staff, establishes minimal survey staff requirements, presents all survey deliverables to project/program management and Client staff on behalf of the project/program.
• Leads all project/program survey scope requirements and is completely responsible for all project/program estimated probable costs for contracted services. Utilizes knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all surveying products in a timely manner.
• Oversees, organizes, and manages training and guidance to Principal Surveyors, Senior Surveyors and Surveyors in the preparation, and production of cost estimates using the required company and/or project/program software, estimating tools and equipment.
• Acts as principal interface with the project/program Engineering Department or other resources. Oversees the preparation and delivery of all estimating products, and manages all estimating staff.
• Reviews contractual documents and contract modifications to determine reasonableness of estimated probable cost and verifies that all risk and contingencies have been appropriately applied. Quantifies the impacts to contract cost as a matter of contractual commercial terms and conditions of a contract.
• Performs other responsibilities associated with this position as may be appropriate.
