This is what defines and differentiates us.By working together every day, we?re bringing energy to life.Company : ADNOC Logistics & ServicesJob Title :Senior Officer, Crisis & EmergencyJOB PURPOSE:Provide technical advice on crisis management (CM), emergency response (ER). Design, coordinate andoversee Crisis Management procedures at facilities and corporate level to ensure the Company?s state ofreadiness and preparedness at all times. Acts as an advisory role on Emergency Response matters and ensures that Emergency Response readiness of the Company is updated, tested and improved over the time at operational, tactical and strategic levels.KEY ACCOUNTABILITIES:Job Specific AccountabilitiesTechnical Contribution & Input:

  • Implements the requirements of the ADNOC Group standard on crisis management and emergency response (HSE-CE-ST01) and other relevant standards.
  • Develops and proposes for approval Emergency Response Plan/Crisis Management Plans for the company, in accordance with the HSEMS, ADNOC Standards and other relevant Company requirements.
  • Provide expert advice and support in relevant field of activities.
  • Identifies critical resource required in the implementation of the response plans, documents it and updates it on a regular basis
  • Develops, in consultation with relevant personnel at a sites and/or HQ level, annual drills and exercise programs for all Sites and HQ
  • Advises to Business on appropriate Functions/Plans assigned to help develop appropriate recovery strategies, using industry standard options.
  • Participates and contributes into risk assessments, as appropriate, to provide risk mitigation advice from CM&ER perspective.
Supervision and Planning:
  • Verifies that site Tactical Response Team, Incident Management Team and corporate Crisis Management Team members are trained, assessed and updated on the emergency procedures.
  • Verify the implementation of training programs, as appropriate, for the company?s response teams at site and corporate levels (IMTs and CMT) and non-responders, as appropriate (emergency induction for office and/or site personnel)
  • Collaborates with other officials in order to prepare and analyze damage assessments following disasters or emergencies.
  • Ensure that all resource materials associated with Emergency Response Plans are maintained and updated.
  • Analyzes and identifies trends, patterns or warnings indicating threats to security of people, assets, information or infrastructure.
  • Plans scenarios in order to re-establish operations from various types of emergencies and business disruptions.
  • Advises on Fire Protection Strategy and Plan, carries out periodic inspection with operating area and prepares reports and recommendations.
  • Recommends methods to monitor, evaluate or enable resolution of safety, operations or compliance interruptions.
  • Delivers line management role, as and if delegated by the Manager, Crisis Manager, to direct reports.
Communication and Relationship Management:
  • Ensures and maintains contacts with outside entities that can assist as required during an emergency.
  • Represents Company regarding Emergency Response issues with other group Companies, if delegated by the manager.
  • Meets with external Government Authorities, mutual aid members, and similar entities in order to facilitate repose effort coordination and exchanges of personnel and resources.
Generic AccountabilitiesManagement
  • Plan and supervise the activities of the personnel and resources of the Section to achieve the Department objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Section in line with Department objectives.
  • Develop the knowledge, competencies and innovative spirit in the Section and support the establishment of Personal Development Plans (PDP?s), Succession Planning and Talent pipeline within the Section in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Budgets and Operational Plans
  • Compile and provide input for preparation of the Department budgets and regularly monitor expenditure against approved the Section budget levels.
  • Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
  • Lead the implementation of approved Section policies, processes, systems, standards, procedures and internal controls in order to support execution of the Department work programs in line with Company and International standards.
Performance Management
  • Implement the Company Performance Management System for individuals within the Section in
accordance with Company approved guidelines and continuously monitor the achievement of theSection KPIs related to the approved Annual Performance Management Contract and the BalancedScore Card.Organization Structure and Development
  • Review, develop and recommend the appropriate organisation structure for the Section that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.
Innovation and Continuous Improvement
  • Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
  • Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Section.
Health, Safety, Environment (HSE) and Sustainability
  • Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Section in line with international standards, best practices and ADNOC Standards.
  • Ensure adequate HSE training and induction for all Section employees to meet HSE standards.
Management Information Systems (MIS) and Reports
  • Prepare all Section MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification
  • Bachelor degree in Marine Studies, Crisis/Disaster Management, Fire & Safety Engineering, or equivalent with accredited certification in emergency response.
Minimum Experience & Knowledge:
  • 12 years in relevant field of activities within Oil & Gas industry
  • Preferably in logistics & Services field including Marine Shipping, Offshore Marine Services and Port operations as Crisis/Emergency team member or equivalent.
Skills:
  • Highly developed problem solving and decision making skills.
  • Ability to effectively communicate to various levels of management and staff across the enterprise.
  • High levels of personal initiative, creativity and self-motivation.
  • Knowledgeable of how to work within and implement an Incident Command System
  • Knowledge and understanding of the Disaster Recovery Planning techniques and technologies.
  • Knowledge and understanding of Business Continuity ISO 22301.
  • Knowledge on Emergency Response Software.
  • Very good knowledge of English language, both spoken and written. Knowledge of Arabic is preferable.
