Job Description

Senior Engineer, Cost EstimationJOB PURPOSE:Provide support in cost estimating functional requirements for identified opportunities and quantification of value creation incentives in terms of economic returns for shareholders and stakeholders evaluated as options during the Assess and Select stages of pre-FEED for greenfield projects and brownfield modifications. Provide guidance to the Consultant on development of cost estimating basis, methodology and implementation of cost estimate assurance processes.KEY ACCOUNTABILITIES

  • Study and demonstrate a full understanding of the overall business and project objectives and their impact on the cost estimating methodology to establish a sound basis for cost estimation.
  • Prepare and/or provide guidance on preparation of cost estimating basis briefly outlining the scope,
major facilities envisaged along with technical parameters such as the unit type, capacity, validity of the costs inclusive of factors used for arriving at Bulk Material, Construction Costs and provision for contingencies and other allowances.
  • Adopt best in class estimating methodologies which comprehensively cover the estimate class,
information and assumptions used to comply with company approved cost estimation guidelines.
  • Provide assurance by developing independent cost estimates and reviews for Screening and Feasibility stages based on International Standards (e.g. AACE class 4 - Concept/ Screening stage and AACE class 5 - Feasibility stages) to validate the accuracy of the Consultants estimate and verify
the outcomes of Value Improvement practices.Project Economics
  • Review consultant CAPEX, OPEX estimates, projected project cash flow, sensitivity analysis and subsequent project economics for the feaslbility of options considered in Assess and Select stages at MCE class 5 and 4 levels.
Cost Estimation Management
    • Provide cost estimation support and/or Review licensors lifecycle cost analysis for licensor selection.
Cash Flow Techniques
    • Ensure the application of internationally accepted techniques e.g. discounted cash flow techniques
such as calculation of NPV, VIR, IRR calculations and Sensitivity Analysis to credibly evaluate Project returns.Company Database of Economic Indicators
    • Develop and maintain a comprehensive company database of economic /cost Indices such as Material Price Index and market factors affecting project cost such as location, availability of local resources construction material and labour rates for ready reference and consistency of cost estimation and validation purposes.
Cost and Economic Metrics Analysis
    • Develop appropriate cost metrics and analysis of cost data to provide Management with a relevant supporting justification.
    • Verify independently and endorse consultant recommendation for selected feasible option on the basis of appropriate economic metrics.
Cost and Proiect Estimates
    • Disseminate consultants pre-FEED cost estimates, subsequent FEED and EPC contractor estimates in order to maintain and update BOSO cost estimate database.
    • Obtain budgetary cost estimates from suppliers and vendors, when required.
    • Comply and provide cost estimate data from the pre-FEED phase for input to project post implementation and review conducted by others
Supervision
  • Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Budgets
  • Provide input for preparation of the Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
  • Investigate and highlight any significant variances to support effective performance and cost control.
Policies, Systems, Processes & Procedures
  • Implement approved Section policies, processes, systems, standards and procedures in order to support execution of the Section?s work programs in line with Company and International standards.
  • Comply with all applicable legislation and legal regulations.
Performance Management
  • Contribute to the achievement of the approved Performance Objectives for the Section in line with the Company Performance framework.
Innovation and Continuous Improvement
  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
  • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices
Reports
  • Provide inputs to prepare Section MIS and progress reports for Company Management
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS: Minimum Qualification
  • Bachelor Degree in Engineering Quantity Surveying or Economics or equivalent Professional Qualification
Minimum Experience & Knowledge & Skills
  • 8 years of experience, in similar projects studies and cost estimation in a large industrial organization, preferably in the Oil and Gas industry.
