Job Purpose: ?This position is responsible for ensuring the development and implementation of a robust and modern price control for the energy sector covering electricity, water, recycled water, wastewater.?In addition, this role is responsible for managing the developing an incentive framework for the distribution, transmission business of energy licenses and competitive regulatory framework for procurement and operations of generation of energy.Furthermore, this role is responsible for managing the price control review process, the development of appropriate incentives and information requirements over time for any energy related activities within the energy sector.?Job-specific Responsibilities:?????????Provide economic advice to the price control team and assisting in the development and implementation of a robust and modern price control model.????????Lead the price control process including the review of OPEX/ex-ante and ex-post CAPEX;?setting of Weighted Average Cost of Capital (WACC);?identification and development of new incentives and Regulatory Instructions and Guidance (RIGs);????????Manage the review Price Control Returns (PCRs); issue RIGs / TA information guidance package and derogations; calculate and notify the annual bonus / penalty (Q factors) to the price controlled companies.????????Develop strategy and plans for the price control reviews and implementation.????????Manage and ensure the quality of various streams of analysis supporting the price control review including opex, capex, incentives and financial modelling.????????Supervise the analysis of operating, capital and financial costs to support the price control reviews.????????Develop processes and checks on analysis to ensure that the calculations underlying price controls are robust and transparent.????????Lead in the development of timetables for price control reviews.????????Work in collaboration with the relevant directorates/ departments/ teams across in ensuring all the relevant technical teams are involved in the development of price control initiatives and incentive arrangements.????????Work with the Economics Director and Sector Economics section Head to gain buy-in for price control review plans and proposals.????????Keep abreast with developments in the field of economics and regulation, in particular related to price controls and incentives.????????Research best practices and consider how the price control framework can best evolve and develop in the future.????????Manage work on development and implementation of economic regulatory and competition framework for the energy sector.????????Ensure the effective and timely use of consultants, and that any work of consultants is fully integrated within the price control review processes????????Manage the drafting of consultation papers and other documents such that final documents are clear, transparent and robust????????Develop processes and checks on analysis to ensure that the calculations underlying price controls are robust and transparent????????Ensure that each member of the team has a high-quality personal development plan in place and that this plan is implemented and reviewed on a regular basis????????Lead the financial analysis and assist other team members in ensuring that data analysis undertaken on District cooling is well supported, relevant and reliable and clearly communicated to licensees.?????????Undertake any other duties as required by the Economics DirectorJob Requirements:???????Bachelors Degree in Economics or relevant discipline???????Master?s Degree in Economics is preferred??????Minimum of 6 years of experience, in a relevant field e.g. setting price control and tariff structure for the energy sector???????Experience in energy sector regulation, including preparation of regulatory submissions, regulatory consultations and regulatory responses
