Job Description

To manage the effective deployment and implementation of HR strategies, policies and procedures in the assigned country, to attract, motivate, and retain high caliber employees and ensure the provision of best-in-class HR services in line with NOMAC?s business objectives.Key AccountabilitiesStrategy & Plans

  • Develop the Country?s HR strategy in coordination with country manager and in line with the functional strategy to ensure vertical alignment and horizontal integration with other interfacing country strategies.
  • Regularly report to the Country Manager on the operational activities of department, challenges and issues faced, mitigations taken, etc. as required, to keep them informed and updated on the division?s activities.
  • Liaise with the HR & Administration Manager (International), in order to convey country relevant information and context in order to ensure the delivery of tailored solutions.
People Management
  • Manage the effective achievement of the team?s objectives through setting individual objectives, managing performance, developing the team and providing formal and informal feedback to maximise overall performance, engagement and motivation.
Budget Management
  • Contribute to the preparation of the department?s budget and manage and monitor the financial performance against the budget so that areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon.
Manpower Planning and Recruitment
  • Manage the assessment of the assigned country?s manpower needs, in collaboration with the Plant Management and lead the implementation of manpower planning models, to ensure that requirements are met in a structured and considerate way.
  • Oversee the recruitment and selection process for employees in the country by understanding the talent needs of each plant and effectively coordinating with the Recruitment Supervisor, to ensure the budgeted vacancies are filled with the right talent and the business needs are met.
Plant HR Set-up
  • Collaborate and work with the Country Managers, to put together the manpower plan and organisation structure for new / upcoming projects and coordinate the recruitment drive to ensure the budgeted vacancies are filled as per the plan.
Performance Management and Rewards
  • Implement the performance management process in the country, in order to ensure alignment of the country?s activities and processes to the region?s strategy and the goals of the organisation.
  • Understand the compensation philosophy of the organisation and act as an Internal Consultant to Line Managers on day-to-day compensation issues, such as salary adjustment requests, promotional increases and pay for performance programs, to ensure any queries are managed and salaries are administered as per the defined compensation strategy.
Talent Management
  • Identify talent capability in the respective country and coordinate with Talent Management function, to ensure that the training needs of the country?s employees are catered to and competencies are developed as per the requirements of the jobs and standards of NOMAC.
HR Operations
  • Monitor and implement all HR Operations related activities in the respective country, in order to provide exceptional service to internal clients in terms of visa possessing, handling grievances, providing letters, etc. to foster an effective employer ? employee relationship.
  • Oversee the payroll sheets on monthly basis as per the set standards and timeframes, in order to guarantee an ?on-time ?pay? process.
  • Develop a working relationship with Government officials and oversee all government related activities including execution of labour related issues, monitoring of Arabic typing, renewal of licenses, and visa management, to ensure timely and hassle-free service for NOMAC staff and adherence to all labour laws.
  • Interact with various senior stakeholders and handle disciplinary issues and manage and ensure prompt response to the day-to-day problems/queries from the employees, to help them deal with problems in an effective manner.
  • Oversee and ensure employees? personal data and records are maintained in the country and plant level, to ensure adherence to the internal HR policies.
  • Support implementation of absence and leave management records for all employees in the country in accordance with company policies, while obtaining required authorizations from the concerned units for further action, to ensure full and timely storage of information.
Administrative Execution
  • Manage all administrative related activities for the country including facilities and office management, transportation, accommodations, catering and water supply at the local / plant level so that all administrative needs are met.
Relationship Management
  • Lead effective coordination with the HR & Administrative Manager of the region and the senior management, to ensure alignment of the region?s activities with agreed strategies.
  • Escalate unresolved issues within the country to the HR & Administration Manager of the region and follow up, to ensure the same has been resolved timely and efficiently.
  • Liaise with the government and PROs and supervise the activities related to the processing of employees? visas, renewals, Iqamas, work permits, licenses and other government-related?documentation for NOMAC to ensure compliance with NOMAC?s policies and local regulations.
Policies, Processes, Systems & Procedures
  • Cascade and ensure the implementation of departmental policies, procedures and controls covering all areas of country activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
Continuous Improvement
  • Identify opportunities of improvement and contribute to organisational and departmental change initiatives, programmes and projects taking into account best practice and standards in the business environment.
Health, Safety, Security & Environment
  • Ensure compliance to all relevant health, safety, security and environmental management policies, procedures and controls across the department to guarantee employee safety, legislative compliance and a responsible environmental attitude.
Qualifications, Experience & SkillsMinimum Qualifications:
  • A Bachelor degree holder in Human Resources or equivalent.
Minimum Experience:
  • 10 years of experience in the area of Human Resource Management.
