Job Description

International Medical Corps is looking for an experienced consultant or a group of consultants to undertake an end of the project evaluation for a ?Foreign, Commonwealth, and Development Office? (FCDO) [formerly DFID] funded project, named ?Specialized Protection Intervention for Vulnerable Refugees and host communities in Jordan? implemented by International Medical Corps (IMC) from April 2018 ? March 2021.Terms of reference (ToR)International Medical Corps is a global humanitarian non-profit organization dedicated to saving lives and relieving suffering worldwide through health care training, relief, and development programs, established in 1984 by volunteer doctors and nurses. IMC?s engagement in Jordan sets back to 2003 where it has been responding to the emergency need of crisis in Iraq. The mission officially registered in 2007 to respond to the needs of the local communities in Jordan. Since 2012 IMC Jordan has been responding to the influx of Syrian refugees in Jordan. IMC?s innovative services and programs address the complex needs of the refugees both in urban and camp settings, as well as vulnerable host populations. Interested parties/individuals are kindly invited to submit a proposal explaining how they would approach the evaluation and how they meet the requirements in this call for consultancy. Proposals must be accompanied by a consultancy budget and biographies of the members of the evaluation team. Proposals should be submitted to the address provided in this call?by January 15, 2021. Queries in relation to the proposal can also be sent to the same address within 10 days to the last date of submission.Main objectives of the project:

  1. more effective leadership and governance for mental health
  2. the provision of comprehensive, integrated mental health and protection services in community-based settings;
  3. implementation of strategies for promotion and prevention of mental health and protection concerns; and
  4. strengthened information systems, evidence, and research.
Following are the evaluation objectives:1. To assess the results of the project at the outcome and project goals/impact level2. to generate key lessons and identify promising practices for learning3. To evaluate and gather evidence on the impact of cash assistance on protection outcomes4. To assess how IMC has been accountable to stakeholders with a focus on accountability to the affected population. In order to get full evaluation TORs, please contact IMC HR department[NA1]?.Qualification and minimum requirements:IMC is looking for an experience individual or a team of evaluation consultants with proven record of experience of doing similar evaluations in Jordan. 1. consultant(s) are well-experience in mix-methods evaluation designs and with ability to generate high impact evaluation reports with experience in the region covering MHPSS and Child Protection thematic programme areas.2. Has/have ability to complete desk review with ability to draw from systematic literature review, develop tools and use computer assisted personal interviewing (CAPI) techniques (Kobo toolbox, mobile data collection, etc.).3. is/are able to use both of qualitative and quantitative techniques and able to draw population representative samples and write analytic reports. 4. Come up with ability to meet deadlines and ensure proper completion, seek review and finalize the comments on evaluation deliverables 5. Has/have comprehensive knowledge and understanding of project log-frames to align innovatively with evaluation methodology and FCDO as donor requirement6. Ability to work in close collaboration of IMC program and MEAL departments, respect and follow the organizational ethical policies and code of conduct. 7. can provide two similar work examples from the last 5 years (please attach copies of similar reports. 8. Has/have no conflict of interest with IMC/interventions and fluency in English and Arabic languages.Evaluation has to start by first week of?February 2021?and final report has to be submitted by last week of?April 2021. This time period is divided by deliverables that include desk review, preparation of evaluation framework, development survey protocols, inception report submission, hiring of enumerators, data collection, entry, analysis, presentation of preliminary results and submission of the final report.
