Job Description

1-Background of the Context?Finn Church Aid (FCA) is the largest Finnish organization for development cooperation and the second largest provider of humanitarian assistance. FCA operates in twelve countries in Africa, Asia and the Middle East, and has over 70 years of experience from international aid. FCA specializes in supporting local communities in three priority areas: Right to Livelihood, Right to Quality Education and Right to Peace. Our operations includes long-term development cooperation, humanitarian assistance and advocacy. FCA has been working in Jordan since 2012 with focus on mitigating the impact of the regional refugee crisis especially among youth and young adults. Over the years, the priorities of the country program have gradually shifted from Education in Emergencies to long-term resilience and reduced aid dependency of both refugees and vulnerable host communities. These goals are promoted especially through various livelihood interventions.?2-Purpose of the Context? and Stakeholders Analysis?The analysis is expected to offer in-depth understanding of the operational context, support the country office team?s?reflections towards rights-based programming and strengthen FCA?s informed decision-making both at country level as well as in?the Head Office.??The analysis?provides a basis for planning FCA?s?program?on the country level,?contributes to define?and revise country strategies and to?plan?the implementation?Global Program and beyond. The identification of the main causes of vulnerability and non-realization of rights enables us to make well-informed strategic decisions about programmatic focus?and to?tackle?the?underlying causes of the non-realization of? rights, especially defined under?our FCA?s strategic priorities. In addition, the analysis widens the partnership/ cooperation possibilities with the relevant stakeholders in order to ?respond?to emerging issues and reflect global challenges.?The analysis will support the management and program staff of FCA?s Jordan country program in their work as well as head office staff involved in FCA programmatic work at large. More specifically, it is expected to:?

  • Guide program development from 2021 onwards by enabling the country program to make informed and well-grounded choices;
  • provide substance for FCA?s fundraising efforts and dialogue with donors;
  • Contribute to FCA?s evidence-based advocacy towards duty-bearers.?
  • Develop FCA?s partnership and localization plan.
The analyses in FCA are guided by the following principles:?
  • Due consideration to open or latent conflicts are given by following the principles of do no harm and conflict sensitivity.?
  • Information is collected by participatory methods, involving local expertise and with due consideration to gender dynamics.??
  • Triangulation is used to ensure that the analysis is based on credible and balanced data.??
  • Voices of both women and men as well as various vulnerable groups is heard in the process.?
3-Scope of the Context and Stakeholders analysis?Geographical scopeFCA?s current activities in Jordan are focused on Middle and Northern governorates of the country. However, the analysis is expected to cover the entire country in order to offer views to future programming options also in locations not currently covered by the country program.?Thematic scopeWhile a key objective of the analysis is to provide an overview of the situation in Jordan, FCA Jordan has already made a strategic choice to focus on livelihoods, and especially, on self-employment opportunities through entrepreneurship development and its linkages to (a)TVET? (b) Digital Economy and ? environment. These priorities constitute also a key analytical lens through which the context analysis is expected to examine the questions rolled out in the section 6.?Dynamic ScopeAnother significant objective of the analysis is exploring the different dynamics in each geographical area in terms of market variables, economic and social variables. In addition to identification of the available stakeholders/ players in each area.??4-Objectives of the AnalysisIn line the with the purpose statement presented above, the overall objective of this context analysis is to strengthen FCA?s understanding of Jordan as the operational context of its country program.?The specific objectives of the analysis are:?
  1. Providing an overview of the regulatory framework (polices and regulations) related to economic, social and cultural human rights, identifying challenges and burdens of? access of vulnerable groups to these rights, and the dynamics between them and the decision making bodies.
  2. ?Providing a thematic overview about the current overall situation in Jordan in terms of, but not necessarily limited to, technical and vocational education (TVET), employment, entrepreneurship, digital economy, environment and climate change and their interlinkages.
  3. ?Identification and analysis of the role, and the capacity? of the key stakeholders and duty bearers (national and local) in supporting, promoting and advocating for the rights of the rights-holders in the above-mentioned thematic areas.
5-Analysis questions?The analysis will concentrate on four main dimensions of the context, namely overall situation of Jordan, problem analysis, stakeholder analysis and conclusions & recommendations.? In these four dimensions, the following questions are to be examined:?

  3. Identifying stakeholders and analyzing their capacities?
  4. Conclusions and recommendation for FCA?s program work
